Although, I shall answer your question in english below. Perhaps to practice it or maybe to avoid your bad french.

In reality, I want be helpful because I know there is a lack of transparency around the process.

You have not to return to the States. I suppose airlines between the two countries are not yet allowed.

So, you can change status to Vie privée et familiale ( VPF ) card but you must have to know that Pacsed have not same rights than married people. Briefly, the resident permit will not be deliver automatically or easier

For changing to VPF status- you have to proof :

- the Pacs contract

- one year of common life with your companion - you must have at least 12 months of contracts, bills , bank statements, health insurance and official papers with both names. You can demand your friends or relatives to write attestation about your common life.

First step: book an appointment on line - on your local prefecture site - as early as possible unless you’ll be irregular in the period between the expiration of your visa and the renewal appointment. But due to Covid crisis, a large delay will be given to all demands. A cerfa document - with list of required documents - must be filled.

During the appointment: Don’t be nervous. As usual, French administration will be Jupiterian: Power absolutely corrupts! In reality, it depends of the agent and your attitude during your meeting. Don’t worry. You’re lucky, you’re american; you’ll not be judged like Mohamed and Mamadou. All would be nice. The main matter will turn around common life proof. Show all contracts, bills, official papers, bank statements…

If your case is complete, Prefecture must give you a temporary récépissé for 3 or 6 months ( can be renewed till the deliverance of the physical VPF card ). Make sure that it is mentioned: '' avec autorisation de travail ''.
